Transport for Greater Manchester (TfGM) has launched a major procurement process worth up to £1.6 billion, aimed at delivering long-term investment in Metrolink – the UK’s largest light rail system as it continues to push forward with its integrated travel strategy.

The contract will span up to 12 years from 2027, covering Metrolink’s core asset renewals programme, including replacement of track, overhead lines and power systems. It may also extend to wider enhancements such as new stops, extensions, next-generation tram infrastructure, Travel Hubs and Access for All rail schemes.

The contract will span up to 12 years from 2027, covering Metrolink’s core asset renewals programme, including replacement of track, overhead lines and power systems. It may also extend to wider enhancements such as new stops, extensions, next-generation tram infrastructure, Travel Hubs and Access for All rail schemes.

The initiative forms part of Greater Manchester’s Bee Network vision wqhich was luanched in 2023 and extended to buses within the Greater Manchester region in March. TfGM is now inviting suppliers to participate in a Preliminary Market Engagement (PME) process to help shape delivery models and explore how best to work with potential partners in the programme.

“This is a significant opportunity for suppliers to help shape how we deliver the next generation of Metrolink and rail accessibility infrastructure,” said Danny Vaughan, TfGM’s Chief Network Officer. “We’re looking for innovative, efficient and collaborative approaches that will support our ambitions for a world-class, integrated Bee Network.”

The PME and Planned Procurement Notice were published on July 28, 2025, via the Central Digital Platform and ProContract. Up to 10 suppliers will be selected for one-to-one workshops following an initial questionnaire, with TfGM particularly interested in delivery partner models and bundling workstreams to reduce disruption and drive value.
