Former Rail Minister and Chair of the Transport Select Committee Huw Merriman has been appointed to lead the Liverpool-Manchester Railway Partnership Board.
He will be tasked with supporting the development and delivery of a new railway between Liverpool and Manchester.
Funding for the new line has yet to be secured, despite £12 billion being pledged to the project.
