Purpose of the Job
The Senior Access Plan Manager is responsible for defining, owning and managing all testing and Commissioning access requirements to meet the goals of the access plan and Trials, Testing and Commissioning programme.

2. Principal Accountabilities
Support the business in relation to the following:
• Identify and manage the Trials, Testing and Commissioning (TT&C) requirements of the Access Plan
• Support the work with the RFLI Head of Access Planning to transition to the RFLI T-26 access planning process 26 weeks before the planned RFLI ROGS Authorisation date
• Support the collaboration with the RFLI Head of Access Planning to de-conflict access requests between delivery, TT&C, and RFLI maintenance and operations priorities
• Identify and raise TT&C related conflicts that cannot be resolved on a business case basis to the CPD and COO via the Head of Integrated Access Planning and the Programme Transition and Assurance Director
• Work with the Head of Trials, Testing and Commissioning to identify all access required to facilitate testing and commissioning that is trace affecting and integrate this into the access plan following the T-26 process. Where access is not available, raise a change request through the Access Change Request Panel and follow the Access Request process in a timely way.
• Support communications of the access plan to CRL and RfLI and contractors in a controlled way to ensure that all affected parties are aware of the access plan arrangements

3. Main challenges of the job
• Supporting and facilitating the Crossrail programme integrated access planning process
• Understanding and baselining the TT&C access requirements both before and after ROGS authorisation
• Timely resolution of access conflicts to support the TT&C programme without delaying the overall Crossrail programme
• Integrating external (LU & NR) access plans with the TT&C access requirements where access is required on LU or NR assets and resolving any conflicts

5. Person Specification
• Detailed understanding of Crossrail’s delivery strategy and priorities, and their application
• Experience with supporting large scale complex programmes of work
• Understanding of the access planning process and ability to anticipate transition challenges
• Understanding of the Crossrail Programme access plan and TT&C requirements
• Experience in LU or NR access planning environments
